Fraud Control
The Department of Health and Social Services, Division of Public Assistance Fraud Control Unit leads the welfare fraud control effort. We investigate fraud by individuals applying for or receiving the Alaska Temporary Assistance, Food Stamps, Medicaid and Adult Public Assistance when complaints are received.
Fraud Prevention and Deterrence
The Division of Public Assistance, Fraud Control Unit and the Department of Law, Welfare Fraud Section work together to deter welfare fraud. The Fraud Control Unit accepts complaints, conducts investigations and coordinates referral of the most serious cases to the Department of Law for criminal prosecution. Fraud Control staff is located in Anchorage, Fairbanks, Kenai and Wasilla.
Applicant Fraud Control
The Fraud Control Unit prevents applicants intent on committing fraud from getting approved for assistance. Caseworkers can refer suspicious program applications to the Fraud Control Unit. Investigators promptly conduct home visits and verify questionable circumstances before an initial eligibility decision is made.
Recipient Fraud Control
The Unit investigates allegations of fraud committed by ATAP, Food Stamp and Medicaid benefit recipients. Many fraud cases are resolved through program disqualification penalties and the recovery of the misspent funds. Cases involving high dollar loss or blatant fraud are referred to the Department of Law for criminal prosecution.
Fraud Penalties
Persons suspected of welfare fraud are presented with the investigation findings and given the option of accepting program disqualification and repaying the debt, or facing an Administrative Disqualification Hearing to determine if fraud occurred. Individuals that intentionally violate program rules are disqualified from the program for a specified time, must pay back benefits and can face time in jail.

Overpayment Collection
The division sets up claims for fraud losses and recovers these debts. The recovery methods include garnishing permanent fund dividends, reduction of current benefits, federal income tax refund interception (food stamps only), garnishing wages and the filing of small claims.
